Kyrian is the current leader covenant in terms of performance as of patch 9.2. Combining the top and second greatest legendary options for Outlaw is a combo that other covenants will struggle to keep up with unless they have a very particular niche. With an amazing soulbind from Mikanikos providing Effusive Anima Accelerator, this covenant truly pushes the limit even for AoE as you can get even more value from Resounding Clarity while still being a strong single target, which is precisely what Outlaw wants to see. The legendary is also a lot of fun to play because it offers you more CDR to enable you spam cooldowns even more than normal! This also works well with Celerity since Adrenaline Rush appearing more frequently implies greater damage.

As I stated in the Kyrian part, if you want to compete with that covenant, you must do something more strong than simply sheer overall DPS. Venthyr for Outlaw fills a unique niche in that it is the sole method for the spec to have access to burst damage. For example, if some of the later encounters in the raid demand you to do a lot of damage in a short period of time, switching to Venthyr is the only way Outlaw can help with that kind of damage profile. One sad side effect of covenant legendaries for Outlaw is that Dreadblades used to be a stronger choice than Alacrity, but because Obedience causes their cooldowns to get desynced, the skill is no longer useful.

Best Outlaw Rogue Double Legendaries for Mythic+

Necrolord, like Venthyr, has its own specialty that is worth noticing. Deathspike is a fantastic legendary when it comes to dealing damage to a large number of enemies. Not only is it three times as effective per cast of Serrated Bone Spike, but it may also possibly return you a large amount of charges if you apply it to a large number of targets in range! This is an extremely strong legendary in M+, for example, where you will not only be able to obtain a lot of extra targets, but you will also be able to earn a lot of charge refunds owing to the considerably lower time to kill in M+. There are just two major issues. The first issue is that this legendary deals no single target damage. Gaining two more casts on a monster is nearly worthless, as this legendary provides less than a 1% increase in damage on a single target, making it extremely difficult to justify. Another major issue with this legendary is that it is hardly useless owing to two major flaws.

The first big flaw is that targets attacked by Deathspike’s additional copies do not refund costs. This is a major loss for M+ because one of the main reasons to use Serrated Bone Spike in the first place is to receive the refunds; losing out on more than half of your possible refunds is a huge loss. The second big flaw is that the number of combo points you gain should be depending on how many active Serrated Bone Spike debuffs are on active targets, but this also does not function with Deathspike’s debuffs. This makes it extremely difficult to predict how many combo points you will earn, costs you a lot of damage, and makes it tough to play the rotation effectively because the combo points awarded are essentially random while Deathspike is proccing on many targets. Given that every Necrolord player is obliged to use Deathspike in 9.2, these issues should be fixed as soon as possible, but with the present degree of defects, it’s difficult to recommend choosing Necrolord. This covenant has a lot of promise in M+ if these flaws are hopefully resolved.
