What Does the Legendary Mechanism in Shadowlands Do?
Legendaries can be crafted by max-level Shadowlands players at the Runecarver, which is accessed by Torghast progression. Recipes from the Memory of the Runecarver – Legendary Power Drop Sources
To craft Shadowlands Legendaries at the Runecarver, you’ll need recipes from the Memories of the Runecarver. They can only be accessed by unique means, such as raid or dungeon boss drops.
Legendary Powers have been applied to the Adventure Guide in the same manner as Legion’s Legendaries have been. You will see all the Legendaries for your class and spec in the Powers page, as well as what slot they can be crafted on and where the Memory of the Runecarver recipe will drop.
Making Legendary Armor

Foundation Made Objects
Legendary Items are made from blank models called Base Items. Foundation Pieces would be made by Blacksmiths, Jewelcrafters, Leatherworkers, and Tailors. Playing max level material yields base object recipes. Base Items are not Soulbound until produced and can be exchanged, shipped, and purchased/sold on the Auction House. Bear in mind that each Legendary Power can only be used on certain armor slots when getting your Base Item.
Messages
Missives, the components that determine which stats your Legendary piece would have, can be created by Scribes. Two Missives are required for each Legendary.
Every Legendary item requires components from a Leatherworker, a Tailor, a Blacksmith, or a Jeweler, as well as a Scribe and an Enchanter; Legendary pieces will be in high demand throughout the expansion.
Ash of the Soul
Soul Ash is a form of currency that you’ll need to make your Iconic piece. The more Soul Ash you need, the higher your Rank Base Item is. Completing Layers in Torghast will give you Soul Ash.
The Runecarver’s Memory
For the Legendary Power that you want on your piece, you’ll need the Memory of the Runecarver Legendary Recipe. Completing Covenant content, running Raid and Dungeon content, like Torghast, and completing PvP and World content are some of the ways to get these.

Memory of the Runecarver recipes grant three different kinds of Legendary Powers:

Members with a certain Spec within the Class may use the Spec.
