With 4-piece Tier 16 set bonuses and upgraded weapons from SoO, the DPS meta has shifted significantly from Throne of Thunder. What Changed from Phase 3 to Phase 5
The biggest winners from the Throne of Thunder meta to Siege of Orgrimmar:
- Affliction Warlock jumps to undisputed S-tier. SoO's multi-target encounters and the Legendary Cloak proc synergize perfectly with multi-dotting.
- Warriors (Arms and Fury) both rose into A-tier thanks to Tier 16 set bonuses and upgraded weapons from SoO.
- Beast Mastery Hunter climbed from C-tier to A-tier. Phase 5 gear scaling and pet improvements put BM ahead of Marksmanship.
- Subtlety Rogue and Frost Mage dropped. Both specs had their Phase 3 peaks and fall off with SoO encounter design.
S-Tier: Affliction Warlock
Affliction Warlock is the single best DPS spec in Phase 5. Multi-dotting with Agony, Corruption, and Unstable Affliction across SoO's frequent add-heavy encounters gives Affliction unmatched sustained damage. The spec also has strong single-target with proper Drain Soul execution and Haunt management.

A-Tier Breakdown
Elemental Shaman
Elemental benefits heavily from SoO encounter design. Chain Lightning cleave, Earthquake AoE, and strong Lava Burst procs from Tier 16 keep Elemental competitive across nearly every boss. The spec also brings excellent raid utility with Stormlash Totem and Heroism.
Balance Druid
Balance Druid thrives on multi-dot encounters. Starfall cleave combined with sustained Moonfire/Sunfire pressure on multiple targets makes Balance a top performer on SoO's add-heavy fights. Solid utility with Innervate and battle res.
Survival Hunter
Survival Hunter is the top hunter spec in Phase 5. Explosive Shot and Black Arrow scale well with SoO gear, and the spec handles both single-target and AoE effectively. Lock and Load procs from Black Arrow remain the core damage driver.
Arms and Fury Warrior

Beast Mastery Hunter

Arcane Mage
Arcane Mage remains strong when fight timings align with burst windows. Arcane Power combined with Tier 16 procs delivers devastating burst. The spec punishes movement-heavy fights, so performance varies across SoO bosses.
Destruction Warlock
Destruction rounds out A-tier with powerful Chaos Bolt bursts and strong cleave through Havoc. Less dominant than Affliction on pure numbers, but Destruction's burst damage is unmatched in specific burn phases.
B-Tier Overview
B-tier specs are fully viable for all SoO content including Heroic. The gap between A and B is smaller than in previous phases. Key performers:
- Windwalker Monk posts some of the highest raw DPS numbers on Warcraft Logs but requires exceptional play to maintain. High skill ceiling, high reward.
- Shadow Priest shines on longer fights where multi-dotting with Vampiric Touch and Shadow Word: Pain scales up.

- Combat Rogue is the go-to rogue spec for cleave and AoE-heavy SoO encounters.
C-Tier: Still Viable
Frost Death Knight and Frost Mage sit at the bottom of Phase 5 rankings, but both can clear all content. They simply produce less throughput than alternatives within their class. If you enjoy these specs, play them. The difference only matters in competitive Heroic progression.
Gearing for Phase 5
Phase 5 gearing priorities for maximum DPS:
- Tier 16 4-piece from Siege of Orgrimmar. The set bonuses define Phase 5 performance for most specs.
- Legendary Cloak (Xing-Ho, Breath of Yu'lon for casters / Fen-Yu, Fury of Xuen for melee / Jina-Kang, Kindness of Chi-Ji for healers). The on-use proc is a massive DPS increase.
